Posted: 09 May 2004

Presidents of international oil companies, senior government officials and heads of national oil companies in the Gulf/Middle East, top financiers and senior executives from key organisations in the oil and gas business will be gathering in Bahrain from May 9-11 2004, to attend the 12th Middle East Petroleum & Gas Conference (MPGC 2004), an oil industry forum and the only annual conference of its kind in the Middle East, which brings together the leaders of the world petroleum industry.

Being held under the Patronage of His Excellency Shaikh Isa Bin Ali Al Khalifa, The Minister for Oil, Kingdom of Bahrain, this is the fourth time that MPGC is being held in Bahrain in its 12th year history. MPGC was held in Dubai in 2003 and in Doha in 2002, prior to this year’s event.

The event, will be addressed by more than 35 speakers in eight discussion panels focussing on “Middle East Oil and Global Energy Security: Rising to the Challenge”. Speakers will examine the strategic perspectives in energy security in the short term, impact of the political environment, future of oil supplies in the interplay between regional and global oil markets, investment opportunities in the upstream, downstream and petrochemical sectors, the dynamics of attracting development capital and technology and Middle East product trade outlook.

Key presenters and moderators include Nader Sultan, Deputy Chairman & Chief Executive Officer of Kuwait Petroleum Corporation, Frederil Baule, General Manager, Risk Management, TOTAl S.A, PMS Prasad, Group President Reliance Industries Ltd, Dr Edgard Habib, Chief Economist ChevronTexaco Corp, Mr Ian R Taylor, President of the Vitol Group of Companies. Presentations focussing on regional issues include BAPCO’s refinery upgrade program and rejuvenation of its oil fields, and will be presented by Mr Abdul Karim Al Sayed, General Manager Engineering Projects and Mr Faisal Al Mahrous, Manager Petroleum Engineering.

A special highlight will be the session focussing on the “Status of the Iraqi Oil Industry” with two speakers from the Ministry of Oil in Baghdad Iraq, Dr Ahmed Al Barifcani, Advisor on Downstream Operations and Mr Hazim Sultan, Director-General Reservoirs & Field Developments.

The Conference Connection Inc, is also holding five other pre & post MPGC events in the same week, ie Ninth Middle East Strategy Briefing (MEPS '’04), Upstream Government Petroleum Contracts (GPC ’04), the Middle East Jetfuel Conference (Mejet 2004), The Middle East Gas & LNG Forum (MEGas ’04) and a two day technical training course on LPG, under the auspices of The Middle East Petroleum & Gas Week.

Commenting on the hosting of Middle East Petroleum & Gas Week events in Bahrain, Mr Mohammed Saleh Shaikh Ali, President and Managing Director of The Bahrain Petroleum Company (Closed) and MPGC Chairman said “The Oil & Gas Industry is facing major challenges both technological and economic and it needs all the efforts and creative abilities of its leaders and people to tackle these challenges and keep it in the lead. Over the years I found the MPGC as one of the best forums to do this.”

Addressing important developments in global energy security issues, Dr F Fesharaki, President of EWCI Ltd and MPGC Chairman said for MPGC said, “The global oil market is once again experiencing contradictory and at time , inexplicable pressures. Oil demand has come back with a fury being fed by the US and China; the price of oil is highest in history, at a time of no major combat.

Global energy insecurity is being fuelled by increasing oil demand from the giant economies of China & India and the fear of spreading international terrorism. The customary decline in oil demand in the second quarter of 2004 has not resulted in the expected decline in the price of oil. Meanwhile the future contribution of non-OPEC supplies is also being put to question.

This all leads to a multi faceted and complex oil market, in which the Middle East countries will play a key role in the puzzle. They are committed to ensuring availability of supply at prices that are somewhat higher than what we are used to These critical issues as well as key issues relating to refining, petrochemical, upstream projects, financing issues, as well as the perspectives of major oil producing countries will be the subject of presentations and debate at MPGC 2004.

MPGC '’04 and the Middle East Petroleum & Gas Week are being organised by The Conference Connection Inc and hosted by The Bahrain Petroleum Co.

The conference is co-sponsored by ChevronTexaco, Gulf Air, Shell, ExxonMobil, the Vitol Group of Companies and Waterous & Co., with the Oil and Gas Journal and Khaleej Times as media sponsors.
