A guide to MARPOL 73/78, Annex VI

Regulations for the Prevention of Air Pollution from Ships are set to enter into force on May 19, 2005.

MARPOL Annex VI regulates the emission into the atmosphere of specified pollutants from ships by limiting the discharge of nitrogen oxides from larger marine diesel engines; governing the sulphur content of marine diesel fuel; prohibiting the emission of ozone-depleting substances; limiting the emission of volatile organic compounds during transfer of cargoes between tankers and terminals; setting standards for shipboard incinerators and fuel oil quality; and establishing air pollution prevention requirements for platforms and drilling rigs at sea.

Annex VI will apply to any ship of 400 gross tonnage or above, and any ship fitted with diesel engine with power output of more than 130kW.

Ships of 400gt and above and floating drilling platforms built on or after 19 May 2005, with a flag of a signatory party to Annex VI and intending to engage on international voyages will, on delivery, need to obtain an International Air Pollution Prevention Certificate. Similarly, existing ships built before the date in question will need to be certified no later than the first scheduled drydocking after 19 May 2005, but in all cases by 19 May 2008.

These regulations require close attention by shipowners not only to specific Annex VI machinery and arrangement requirements on board ships but also in ensuring that necessary individual operating procedures are in place and effectively implemented, both onboard and in the office for smooth commercial operation of the vessels.

MARPOL Annex VI has implications for bunker suppliers and shipowners, because it brings into force new measures governing both the sale and use of bunkers.

In order to assist the shipping industry, specifically the ship operators in understanding and implementing the new regulations, Indian Register of Shipping (IRS) has developed a booklet titled “Guide to MARPOL 73/78, Annex VI – Regulation for the Prevention of Air Pollution from Ships” which was released by Captain J. C. Anand, Chairman of IRS at Seatrade Middle East held in Dubai last year in December.

The booklet, among others, explains regulations in simple language and their implications for the shipping industry and explains what the ship operators need to do for implementation of the new regulations on board ships.
