Contract to build Singapore 's largest NEWater plant at Ulu Pandan

Posted: 22 December 2004

Keppel Engineering Pte Ltd (KEPL), the wholly owned subsidiary of Keppel Corporation Limited through Keppel Integrated Engineering (KIE), has secured a 20-year contract from Public Utilities Board (PUB) for Singapore ’s fourth and largest NEWater plant at Ulu Pandan under a Design-Build-Own-Operate (DBOO) scheme.

Said Mr Yick Ping Wong, Managing Director of KIE, "PUB has embarked on a “Best Sourcing” approach that involves public-private sector partnership, and their choice of KEPL reflects their confidence in our proven track record of excellence and technical abilities.

“This is a win-win partnership for both KEPL and PUB as we enhance our ability substantially to deliver water reuse capabilities which will contribute towards Singapore 's efforts to grow its water industry into an export-oriented one.”

The Ulu Pandan NEWater plant is expected to be operational by end 2006. When completed, the plant will be able to produce 116,000 m3/day of NEWater and 46,000m3/day of Industrial Water to meet the demand from the industrial and commercial sectors in the western and central regions of Singapore .

The first-year price is $0.30 per cubic metre for NEWater and $0.15 per cubic metre for Industrial Water.

Presently, KEPL is also involved in a $200 million contract from PUB for the construction and installation of a sewage processing module at the Changi Water Reclamation Plant in Singapore .

Earlier this year, KEPL completed the design and construction of a water treatment pilot plant for PUB to convert seawater and storm water to potable water utilising state-of-the-art desalination and water treatment technologies to produce potable water.

KEPL also completed the civil works for Bedok and Kranji NEWater plants in 2002. KEPL was also a member of the consortium that developed Singapore ’s first NEWater demo plant in 2000.

This contract is not expected to have any significant impact on the net tangible assets and earnings per share of Keppel Corporation Limited for the financial year ending 31 December 2004 .
