Omsk Refinery aims high - Shell Global Solutions aids performance improvement programme

JSC Sibneft has signed a four-year contract with Shell Global Solutions Eastern Europe BV, which is designed to underpin an overall performance improvement programme at its Omsk Refinery in Western Siberia . The performance improvement programme aims to reduce operating costs, boost energy efficiency and improve margins at the Omsk Refinery - already recognised as one of the country's more efficient refineries and leading suppliers of fuels and petrochemicals products, processing about 14 million tons of oil per year (approximately 285,000 barrels) of crude oil per day. As well as implementing the Shell Global Solutions' MERIT refinery maintenance programme, Omsk Refinery will implement a large number of technical and business solutions and start to use certain proprietary Shell software that will help management operate, control and manage the refinery more effectively.
Refinery managers and consultants from Shell Global Solutions will also devise an investment masterplan, utilising Shell Global Solutions' software tools, technical capabilities and refining operating knowledge. Investment recommendations will allow the refinery to meet future European fuels standard specifications in an efficient manner.The activity follows an exhaustive technical audit, completed by Shell Global Solutions in 2003. The audit was designed to help Sibneft identify the potential to increase Omsk Refinery's efficiency and reduce production costs in an increasingly competitive - and oversupplied - market.
