Statoil accepted fire penalty

Statoil has accepted the NOK 1.5 million fire penalty following a fire at the group’s Mongstad refinery on 12 July 2004 . Only two minor injuries were reported but the crude oil refinery suffered NOK 100 million-damage due to 14 days loss of production.

“The grounds for this fine accord with the findings of our own internal inquiry into the incident,” said Bjørn Kåre Viken, Vice Pr esident for Mongstad.

The fire was caused by an escape of hot oil into a steam hose during preparations for replacing a valve. Other reasons, police cited were general shortcomings in internal control, inadequate instructions for the specific job to be done, and lack of communication between shifts.

The company is keen on drawing lessons from what happened, said Viken. He said Statoil had taken measures including a systematic review of work processes and preparation of improved working routines to reduce risks in plant operations.
