The Information and Communications Technology Advisory Council announces 2003 work plan

Amman — The Information and Communications Technology Advisory Council [ICTAC] today defined their key programs of work for the year 2003, all designed to independently review the Jordan’s ICT core competencies and niche strengths with the objective of expanding its role as a regional technology center of excellence.

Called for by the Minister of Information and Communications Technology, HE Dr. Fawaz Zu’bi, the ICT Advisory Council is a public-private forum whose mission is to develop, advise and track the long-term strategic vision for the ICT sector as articulated in the REACH initiative, and its broader goal of a knowledge-based economy.

The Council acts as an independent “think tank” focusing on policy issues and making recommendation to policymakers through commissioning strategic studies aimed at contributing to the national ICT policymaking process.

“The private and public sectors have all shown solid commitment towards His Majesty’s initiative to build a knowledge based economy. To bolster these efforts the ICT Advisory Council will play a major role in guiding the policy makers in the IT sector to facilitate industry growth in the Kingdom and pave the way for investors.” said Dr. Fawaz H. Zu’bi, Minister of ICT.

The Council announced four strategy topics to be studied, with findings and recommendations published by the end of the year. All of the topics are seen as critical to supporting Jordan’s persistent drive in the development of a competitive ICT sector.

“The Competitive Positioning Strategy for the ICT Sector”, one of the selected topics, is an exercise that aims at developing a strategy to position the Jordanian ICT industry and identify niche areas to build Jordan ’s competitive advantage that will shape the firms strategies and structures.

Additionally, the Council will recommend an “IT Export Development Strategy” that will underline the approach, mechanisms and target markets for Jordanian ICT firms. Related is a “National Strategy for e-Learning Applications”, a study designed to build the IT industry’s capability to contribute to the transformation of the Kingdom’s educational system as articulated by Jordan’s e-Learning Strategy.

Finally, a proposal to do an “Internet Penetration Study” to examining current and potential initiatives aimed at increasing penetration rates might be undertaken this year.

The Council is chaired by HE Dr. Fawaz H. Zu’bi, and brings together eight representatives from the private sector and another three from the public sector. The council is supported by the Management Support Group (MSG) within the Ministry of ICT. The MSG’s role is to serve as a facilitator for the council.

The Ministry of Information and Communications Technology
The Ministry of Information and Communications Technology is responsible for articulating policy in the areas of information technology, telecommunications, and post in the Hashemite Kingdom of Jordan. With the objective of providing Jordanians access to benefits of information and communications technologies (ICT), the Ministry’s mandate includes creating an enabling environment for ICT investment, overseeing promotion of ICT opportunities in Jordan, and creating national awareness about the importance of the sector to economic development. Dubbed as Jordan’s e-Ministry, it has also been assigned the responsibility of overseeing the Jordan e-Government Initiative.
