Offshore appoints Patrice Chemin

Torch Offshore, Inc. announced Patrice Chemin has joined the Company's
management team as the Vice President - International Business Development.
Mr. Chemin previously served as the President of Torch Offshore,
L.L.C. (predecessor to Torch Offshore, Inc.) from December 1997
through August 2000. Mr. Chemin will be located in the Company's
deepwater office in Houston, Texas.
Mr. Chemin has extensive experience in marine construction sales
and over thirty years of experience in the global oil and natural
gas industry. Since leaving the Company in 2000, Mr. Chemin has
been employed by CCC of Athens, Greece, one of the largest construction
companies in the world. He was in charge of both upstream and downstream
African business development for CCC's Oil and Gas Division. In
addition, Mr. Chemin has held various management positions both
domestically and globally, including positions in Asia, Indonesia,
Norway, Africa, Scotland and the Middle East.
Lyle G. Stockstill, Torch Offshore Chairman and Chief Executive
Officer, commented, "We are excited to have Patrice join our
management team as he brings a wealth of knowledge and experience
to the Company. Patrice will be responsible for marketing our deepwater
vessels to customers throughout the world, especially the Midnight
Express and the Midnight Wrangler. The timing of Patrice joining
the Company is perfect, as the Midnight Wrangler has just entered
our active fleet and the Midnight Express will be ready for work
in mid-2004. The marketing of these vessels throughout the world
is critical to the success of the Company."
