Saudi Arabia takes leading role at GCC power event

Saudi Arabia is demonstrating its commitment to attracting investment
into its power industry by sending a major delegation to the forthcoming
GCC Power 2003 conference and exhibition in Muscat, Oman.
HE Saleh Al-Awaji will offer a keynote speech entitled “The
restructuring of the power sector in Saudi Arabia and the role of
the private sector.” With demand increasing by around 4.5
per cent per year, Saudi Arabia is embarking on a major restructuring
of its industry, including the unbundling of generation, transmission
and distribution. In July 2002 a framework for investment in IWPPs
was established, and in November 2002 the cabinet approved in principle
the privatization of Saudi Electricity Company. Added to this is
the need for over 20,000 miles of additional transmission lines
to create an integrated national grid.
Two members of the Shoura Council, Eng. Salim Al-Marri and Professor
Abdullah Al-Shehri will chair panel sessions, and no less than 13
representatives from Saudi Electricity Company, King Fahd University
for Petroleum and Minerals and King Abdulaziz University have been
selected to offer technical papers at the conference. A large delegation
will accompany these speakers to visit the exhibition and meet international
power developers, contractors and equipment suppliers.
The event is hosted by HE Suhail bin Mustahail Shamas, Minister
of Housing, Electricity and Water. He will be joined by speakers
from ADWEC, Dolphin Energy, Kahramaa, CMS Energy, Electricite de
France, Tractebel, AES and International Power, as well as the senior
delegation from Saudi Arabia. Discussion will address investment
requirements, regulatory models, progress in the GCC grid project
and the legal and financial frameworks for private investment in
generation and transmission.
